Changing the behaviors, work practices and habits of people takes time, dedication and, most importantly, leadership from the top. Culture exists in at least three levels at the same time: the executive level, the middle management level and the front-line level. Transformational change only happens if it’s simultaneously embraced through new behaviors at all three levels.
Inconsistency in behavior may lead to organizational cynicism, like when the management team asks employees to constrain their salary demands in tough times, and then pays themselves high bonuses. In some cultures, this may be acceptable, but not in others.
